Using the filibuster to delay debate or block legislation has a long history. The term filibuster, from a Dutch word meaning "pirate," became
popular in the United States during the 1850s when it was applied to efforts to hold the Senate floor in order to prevent action on a bill.

Description
The Constitution, as stated in Article I, section 1, grants all legislative powers to the Congress. The chief function of Congress is the making of laws, a multi-step
process. In addition, the Senate has the power of advice and consent with regard to treaties and nominations. There are four types of legislation: bills, joint
resolutions, concurrent resolutions, and simple resolutions. Senate Reports records only the Senator's legislation that  made it to the floor of the Senate
(Unanimous consent requested to lay bill before the Senate by Majority Leader) . Senate Reports does not count Co-Sponsors of a bill, only "Sponsors" of a bill
are counted towards the Senator's legislation total.
Legislation
A legislative measure, designated "S. J. Res." and numbered consecutively upon introduction, which requires the approval of both chambers and, with one
exception, is submitted (just as a bill) to the President for possible signature into law. The one exception is that joint resolutions (and not bills) are used to
propose constitutional amendments. These resolutions require a two-thirds affirmative vote in each house but are not submitted to the President; they become
effective when ratified by three-quarters of the States.
