James Madison the Father of our Constitution had a very important ‘check’ for the US Senate in maintaining our republican form of government.

I will barely remark, that as the improbability of sinister combinations will be in proportion to the dissimilarity in the genius of the two bodies, it must be politic to distinguish them from each other by every circumstance which will consist with a due harmony in all proper measures, and with the genuine principles of republican government.

'Partisan'
...indeed...but not as partisan as today's Democrats in the Senate! The Senate data shows since 2009 President Obama has been more divisive than the
GWB presidency when it comes to passing legislation thru the Senate and Obama's political ideology has made both parties in the Senate more ‘partisan’ in their voting patterns. For example under GWB between the years 2005-2008 the Senate's Democratic and Republican majorities concurred (consensus) on 559 of 1302 votes or 43% compared to Barack H. Obama’s 154 of 654 votes or 23% between 2009-2010 consensus stats. On the issue of which political party in the Senate is closer to the Constitution than the other,
consider the passage of H.R.3590 a very unconstitutional bill. The Constitution clearly does not give Congress the power to force U.S. Citizens to buy private health insurance but the Bill passed thru the Senate along party lines 60-39-1. Not one Republican Senator voted for the Bill, in fact the Democrats refuse to even debate the constitutionality of H.R. 3590 when they voted down ( Not Well Taken

Democrats, 8 Republicans, the late Robert C. Byrd had almost 54 years of Senate Service. Democratic Senator Daniel Inouye from Hawaii will start his 9th term in the Senate this Janauary 2011, he is 86 years old and will have 54 years of Senate service when his 9th term ends sometime around January, 2017.

The most progressive Republican Senator is no doubt Olympia Snowe from Maine who in 2008 voted 73.5% with Senator Bernard Sanders compared to only 39% of the time with Senator Jim DeMint. Majority Leader Harry Reid's legislation 58% of the time compared to Jim Demint's
15% between 2005-2010 and President Obama' legislation 87% of the time compared to Jim DeMint's 15% between the years 2009-2010. The most
'Conservative'
Democratic Senator in 2010 based on voting with the Democratic Majority is Senator Ben Nelson from Nebraska who has voted only 60% of the time with the Democratic Majority in the Senate. Between the years 2005-2008 Senator Nelson voted 96% of the time with President Bush's signed legislation compared to Senator Boxer's 74% and voted with Republican Minority Leader Senator Mitch McConnell legislation 62% of the time compared to Senator Boxer's 31%.

Senator John Thune from South Dakota is the most conservative senator for 2010 (2 years in a row) and John McCain is ranked number two (tie) as the most conservative senator while Al Franken is ranked as the number one progressive in the U.S. Senate for 2010. on a 'Roll Call Vote' of 50-49-1, a 3/5 Majority was needed to 'Proceed'; Not one Republican Senator voted 'Yea' to 'Proceed', all but three Democrats voted 'Yea'. Senators Ben Nelson, Jon Tester and the Senate Majority Leader himself Harry Reid voted 'Nay'with the Republicans. S.1660 was a bill to provide tax relief for American workers and businesses, to put workers back on the job while rebuilding and modernizing America, and to provide pathways back to work for Americans looking for jobs. Olympia Snowe sponsored
S.Admt.390 a bill to reform the regulatory process to ensure that small businesses are free to compete and to create jobs, and for other purposes this 'Jobs Bill' was ‘Rejected’ by 44 Democrats on June 9, 2011. Senator Snowe’s Amendment needed a 3/5th majority to pass, only 6 Democrats voted for Senator Snowe’s Job Bill. In these times of high unemployment one can’t seem to fathom. What Democratic sensibilities were offended by Senator Snowe’s Amendment?
Of course all of the Republican Senators voted for S.Amdt.390 because the Amendment
relies on the 'Private' vice 'Public' sector
to create jobs.
